Veterans have long complained about the same thing: the paperwork gap between taking off the uniform and actually receiving earned benefits. On September 8, President Trump signed Executive Order 14426, "Accelerating Access to Veterans' Benefits and Employment Opportunities," directing the Department of War and the Department of Veterans Affairs to close that gap, according to the White House fact sheet and the order's Federal Register filing.
The Records Problem the Order Targets
Right now, a service member's Official Military Personnel File and Service Treatment Records typically don't fully reach the VA until three to six months after discharge, according to VA News. That delay pushes back everything downstream: healthcare enrollment, disability compensation, GI Bill certification, and home loan eligibility. The order directs the two departments to build systems that share those records continuously, starting the day someone enlists, rather than waiting until they separate.
AI Tools and a Single Application Source
The order also calls for new digital tools, built with secure artificial intelligence, that would let veterans apply for and track benefits from one comprehensive source instead of navigating separate systems for healthcare, disability, education, and home loans. The VA estimates the recordkeeping fix alone could cut benefit processing time by close to a month for newly separated service members, per VA News.
A Push on the Transition Side Too
Records aren't the only target. Within 180 days, the Secretary of War, working with the Secretaries of Labor and Veterans Affairs, must update transition assistance programs so that every departing service member leaves with a connection to a specific job opening or a spot in a career, technical education, or apprenticeship program, per the Federal Register notice. That's a shift from the current model, where transition classes often send service members out the door with information but no concrete next step.
What It Could Mean Day to Day
None of this changes overnight, the record-sharing systems and application tools still have to be built.
